Ukraine is preparing to convert more than $8.3 million in seized cryptocurrency into government war bonds, marking the first time the country has channeled confiscated digital assets directly into its wartime economy, according to state authorities.

Ukraine’s Asset Recovery and Management Agency (ARMA) confirmed the funds had been transferred to its official digital wallet following a court order. The agency described the move as a milestone, noting it was the first instance of seized digital assets being placed under ARMA’s management and a demonstration of the government’s capacity to handle new categories of confiscated property.

The cryptocurrency was obtained through an investigation into an unnamed international hacking group accused of targeting individuals and organizations across Europe and the United States. The State Bureau of Investigation (SBI) said the group’s activities included ransomware attacks, data theft, extortion, and money laundering, with proceeds used to purchase real estate, vehicles, and other high-value assets inside Ukraine.

In total, authorities report seizing more than $11.1 million in assets from the group, including:

  • Cryptocurrency valued at more than $8.3 million
  • Approximately $1 million in cash
  • Residential property and vehicles

Four suspects, including the alleged organizer, have been detained and placed in pretrial detention. Investigators estimate the group caused more than $100 million in losses to victims.

Once the digital assets are liquidated into traditional currency, the SBI said the proceeds will be used to purchase Ukrainian war bonds. These are government debt securities issued to help finance public expenditures, including defense, during the ongoing conflict with Russia.

“If criminals use digital tools to conceal illicit proceeds, the state must also be prepared to effectively manage such assets,” ARMA said in a statement.

Ukrainian law enforcement did not publicly identify the cybercrime group and had not responded to press inquiries at the time of reporting.
